Dossier de La Nación y estadísticas interesantes


Muy útil Dossier de La Nación sobre educación, y una reflexión sobre estadísticas

¿Qué sucede cuando las estadísticas son una mesa de tres patas, y una pata está misteriosamente.... faltando? Otra vez confirmo que hay que analizar criteriosamente la información, sea cual sea la fuente de la que proviene. He aquí mis reflexiones, más algunas estadísticas, y datos reales y comprobables sobre educacion en el país (Programa Nacional y del Gob. de Bs As) de UNESCO, CIA, etc. Y una pregunta al final.... ¿Si estoy en un barco, prefiero llegar más rápido con menos gente, o sumar gente al barco aunque llegue más lento?

Feliz, comparto las notas que salieron en el suplemento educativo de La Nación con mi entrevista (edición del Jueves 11 de Octubre, 2012). Agrego una salvedad al final de esta reflexión, por favor leer entera. 

La Guía La Nación es una muy útil guía de Colegios y Jardines de Zona Norte, especial para aquellos que estén buscando escuela para sus niños. En su interior encontrarán direcciones y datos, y además algunos artículos muy interesantes. Encontrarán mis comentarios en “En la Web: El nuevo machete” y en “Aprendizaje: Concentrarse en la era de los 140 caracteres”. No es por nada, pero me parece que están muy bien escritos y completos (pueden leerlos o bajarlos cliqueando en las imágenes).

Agrego también la nota inicial “Panorama Escolar: Se gasta más, pero no mejora la educación”. Pero aquí no participé. Se darán cuenta que al informe le faltan datos claves para poder ofrecer información más completa y realista. Entre otras cosas dice que “en 1990 el gasto público educativo representaba el 2,9% del producto bruto (PBI) argentino. En 2009 alcanzó el 5,9%, pero el país perdió 13 puntos en la prueba internacional PISA, que mide la calidad educativa en lectura, matemática y ciencias a alumnos de 15 años en 65 países.” No niego que ésto pueda ser verdad. Sin embargo...

No pretendo dar cátedra por este medio, pero cualquier monito de la NASA sabe que para ofrecer una visión lo más objetiva posible de la realidad es necesario interpretar el impacto de TODAS las variables que pueden tener algún efecto significativo sobre el tema analizado. No se pueden analizar parámetros de calidad educativa sin tener en cuenta el porcentaje de incremento de la población escolarizada desde 1990 hasta hoy. Es simple: al haberse agrandado la torta fundamentalmente con niños y adolescentes que antes no estaban escolarizados, baja naturalmente el nivel promedio general. Eso no quiere decir que no haya cerebritos y niños muy capaces en nuestro país. Eso sigue siendo un orgullo y debemos seguir alentándolo (de hecho en el centro hoy hay una feria de inventos de alumnos y docentes argentinos). 


Digamos que ahora hay más pasajeros en el barco, y es lógico que vaya un poquito más lento. La pregunta es si para alcanzar niveles educativos elevados a nivel país, es necesario tirar gente por la borda. Ahora bien, si sólo nos importan los “puntajes” en pruebas de calidad, yo trataría de incentivar a que los que no estén “a la altura” de la regata, se bajen del barco. Ahí podremos llegar a superarnos felizmente. Otra postura es invitar a todos al barco (por lo menos a los que deberían estar ahí aunque al principio sea complicado), y de a poco enseñarles a estos marineros y contramaestres cómo deben manejarse en esta situación nueva, para llegar al puerto deseado, pero todos juntos. Los que más saben tendrán que tener un poquito más de paciencia y tolerancia. Educar a la gente es posiblemente el proceso (y la inversión) a mayor largo plazo que puede encarar un país. En algún  momento había que empezar. Veamos cómo nos manejamos con esta nueva realidad, y por favor, sigamos buscando los parámetros que llevan a la integración, y también a la calidad, que es tan necesaria.

Una reflexión final. Como dice la nota “Concentrarse en la era de los 140 caracteres” del suplemento (página 26), es válido analizar también otras variables que pueden afectar la calidad. Cito la nota: “los padres culpan a los 300 canales de television las 24 hs y a las redes sociales que ocupan un lugar importante en el tiempo de los  estudiantes y acaparan gran parte de sus energías”… “dificultad para concentrarse” … “niños más disperos”, “hacen copy and paste de internet”, etc. Como esgrime UNESCO, "Aumenta en todo el mundo la demanda de educación de calidad" (ver link abajo).

Por otro lado si consideramos el indice de alfabetización, de acuerdo con datos de la UNESCO 2011 (y de la CIA, no del INDEC), la Argentina tiene, junto con Canadá, uno de los mayores índices de alfabetización adulta con el 98% (personas desde 15 años en adelante) – dicen que esto es quizás debido a que ambos países tienen sistemas educativos públicos tanto en primaria como en secundaria.

Todo cambio y todo aprendizaje implica un reacomodamiento. Veamos que este proceso nos lleve a todos a buen puerto, y que no lleguemos maltrechos, sino fortalecidos, unidos y felices, porque sabremos que nuestros esfuerzos nos pueden llevar a un país y un futuro mejor para todos. :)

N.B.: Por otro lado, sabemos, como dice Ken Robinson, que escolarización no es necesariamente sinónimo de calidad educativa, pero ese es un debate muy largo y un proceso más largo aún – ya llegará el momento de lo ubicuo…

  • El Programa 1 a 1, fomentado en todo el mundo para alfabetización escolar a través de las tecnologías se originó en 1984 en el MIT (Massachusetts Institue of Technology). Nicholas Negroponte, uno de sus mentores, explica muy bien su fundamento en las conferencias TED 
  • En Argentina, el estado nacional debe proporcionar las netbooks a los estudiantes y docentes de nivel secundario. Las provincias y el gobierno de Bs As deben proporcionar la conectividad de los equipos (conexión a internet y a los AP [access points] internos del a institución educativa). Para desalentar la deserción escolar, el estudiante que termine sus estudios se puede quedar con su netbook (o sea, por lo menos después de hacer el esfuerzo de asistir). Los docentes que dejen de trabajar para le estado deben devolver sus netbooks ya que las tienen en comodato. 
  • El Gobierno de la Ciudad de Buenos Aires entrega netbooks a alumnos y notebooks a docentes de educación primaria. El alumno primario que termine su escolarización puede retener su netbook. El docente la tiene en comodato. 
  • Tanto el Gobierno de la Ciudad de Buenos Aires (a través de su Programa “Sarmiento”) como el Gobierno Nacional (a través de su programa “Conectar Igualdad”) han hecho entregas de las netbooks a alumnos o netbooks/notebooks a docentes según el caso. 
  • Tanto el programa Conectar Igualdad y como el Sarmiento se están extendiendo desde hace unos años a los profesorados, con la intención de capacitar a los docentes en TIC (Tecnologías de la Comunicación e información) ANTES de que “salgan al ruedo.” No habrá llegado a todos aún, pero se mueve bastante rápido.

Useful Dossier on education by La Nacion newspaper, and a reflection on statistics

What happens when statistics are a three-legged table and one leg is mysteriously... missing? Once again I confirm that we have to analyze information with sound criteria, whichever the source is. Here are my reflections, plus some statistics and verifiable data about education in Argentina (National and Buenos Aires Plans), from UNESCO, CIA, etc. And a final question... if am I on a ship, would I rather arrive faster with fewer people, or add people to the boat even though I may arrive earlier? 

Happy as a splash, I would like to share the articles that have recently appeared in the educational supplement of La Nacion newspaper where some ideas of mine have been poured in (issue of October 11, 2012). However, there is one of the articles that has caught my attention… read on to see why. 

La Nacion Guide is a very useful directory of schools and kindergartens in the northern area of Buenos Aires, special for those who are looking for schools for their kids. Its pages contain, also a few interesting articles, “In the web: the new cheat sheet” and “Learning: Focusing in the 140-character era”. Honestly, I feel the articles are very well written and complete (you can access them by clicking on the images). 

I am also inserting the first article in the dossier, though I had no say in it: “School Panorama: There is more expenditure on education, but it does not improve”. Please, read it at leisure. You will surely realize that the report lacks key data to offer comprehensive realistic information. Among other things, it claims that “in 1990 the public expenditure on education represented 2.9% of the argentine GNP. In 2009 it reached 5.9% but the country lost 13 points in the international PISA test, which measures the educational quality of a country in reading, mathematics and sciences, in 15-year-old students in 1965 countries.” I don’t deny this can be true. However…


It is not my intention to deliver a whole lesson through this means, but any NASA lab baby monkey knows that to offer as closest a view of reality as possible it is necessary to interpret the impact of ALL the variables that can have a significant effect on the subject being studied. You cannot simply analyze educational quality parameters without taking into account the increase of the schooled population from 1990 till today. It is simple: the pie having increased with children and adolescents that were not in the schooling system before, the general average will obviously go down. This does not mean there are no brains or children with exceptional capabilities in our country, which is still a source of pride for us all and something we should keep on encouraging (in fact, today there is a fair of children and teachers’ inventions downtown).

Let us say that now there are more passengers on the boat, and it is only natural that it should move a bit more slowly. The question is whether in order to achieve high educational levels in our country, it is necessary to throw some people overboard. Then again, if we are only interested in the “scores” in quality tests, I would try to prompt the ones that are not “up to the standards” to jump off the boat. In this way, we would be able to happily outdo ourselves and perhaps even become overachievers. Another alternative would be to invite everyone aboard (at least the ones that should be there even though it might be a bit complicated at first), and little by little teach those sailors and ship’s officers how they should manage in this new context to reach the desired harbour, but all together. The ones who know more will have to be a bit more patient and tolerant. Educating people is probably the longest-term process (and investment) any country may undertake. We had to start some time. Let us see how we manage with this new reality and please, let us keep on searching for parameters that can lead to integration and also to quality, which are so necessary.

A final thought. As the same supplement reads on page 26 in the article entitled “Focusing in the 140-character era”, it is valid to analyze also other variables that can affect quality. Quoting the article, these may be: “parents blame the 300 TV channels 24 hours a day”…”the social networks absorb students’ time and energy”, “difficulty to concentrate”, “more dispersed kids”, “they copy and paste from the internet”, etc. etc. As UNESCO points out “The demand for educational quality increases worldwide” (see link below).

On the other hand, if we consider the literacy index, according to UNESCO 2011 data (and data from the CIA, not the INDEC), Argentina has, together with Canada, one of the highest literacy indexes in adult population with 98% (people of 15 years old and older); they claim this is due probably to the fact that both countries have public education systems in primary as well as in secondary school.

Every change and every learning implies some reacommodation. Let us make sure this process makes us reach our destination safely and that we do not arrive all tattered and torn but strong, united and happy, because we will have learnt that our joint efforts can lead us to a better country, with a better future for all of us.

N.B.: On the other hand, we know, as Ken Robinson says, that schooling is not necessarily a synonym of educational quality, but that is a very long debate and a longer process even – the time for the ubiquitous will surely come…

  • The “One laptop per child” programme is aimed at fostering literacy through the use of ICT (Information and Communication Technologies). It originated at the MIT (Massachusetts Institute of Technology) in 1984. Nicholas Negroponte, one of its mentors, explains its fundamentals really well at TED conferences. 
  • In Argentina, the national state is responsible for providing the netbooks to both students and teachers at secondary level. The provinces and the Buenos Aires government are responsible for providing the connectivity (internet connection and access to the institutions AP’s [Access Points]). In order to cut back school desertion, students who finish their studies can keep their netbooks (i.e. at least they have to make the effort to attend). The teachers who discontinue their work for the state should return their netbooks, which are under commodatum agreement. 
  • The Government of Buenos Aires has handed out netbooks to students and notebooks to teachers in primary schools. Primary students who complete their studies can keep their netbooks. The teacher’s is under commodatum agreement.
  • Both the Government of Buenos Aires (through its “Sarmiento” Programme) and the National Government (through its “Conectar Igualdad” programme) have delivered netbooks and notebooks to students and teachers.
  • Both Programmes (“Sarmiento” and “Conectar Igualdad”) are extending their reach to Teacher Training Colleges, with the intention of training teachers in ICT’s before the “go out to the field”.

  1. Felicidades por el Blog. Me encantó la metáfora de la regata y las dos soluciones posibles. ES la clave para entender el peso que tienen las políticas públicas que amplían la base de la población objetivo. Una sugerencia (de la era de 140 caracteres (je..je..)). Postiá entradas más cortas que traten un solo tema a la vez. Voy a recomendar este blog.
